Eesti Energia provides national universal electricity service
Universal service is an opportunity created by the state to buy electricity at a regulated price in the following four years.
Universal service is intended for home consumers and for those who mediate electricity to home consumers (apartment associations, management companies, etc.).
The price is formed on the basis of the production price agreed with the Competition Authority. The seller's cost component is added to the producer price.
No customer will be automatically transferred to the universal service. If you wish, you can choose the universal service yourself by changing your current electricity contract in the e-service.

Important information regarding the universal service
From October 1, 2022, Eesti Energia provides universal electricity service at a price of 18.93 s/kWh, plus a monthly fee of 1.99 euros. The price may change at any time, depending on the rise or fall of production costs.
The contract will be valid until 30 April 2026.
If you wish, you can
exit the universal service package at any time free of charge.
Ensuring the availability of the electricity required to provide the universal service is imposed by law on Enefit Power, a subsidiary of Eesti Energia.
How is the universal service price determined?
The price of the universal service is formed in two stages.
Firstly, the Competition Authority approves the producer price of the universal service, which is based on the costs of Enefit Power's power plants.
The producer price includes the price of oil shale, the price of CO2, environmental fees, labor costs, repair costs, etc.
To the producer price, reasonable costs, reasonable business profit and VAT are added by the energy seller.
This makes up the final price of the universal service for the customer. Final price may differ from seller to seller.

Once you have terminated your electricity contract, it will no longer be possible to continue under the same conditions. It is possible to conclude a new electricity contract under new conditions.
If you switch to universal service with your current electricity supplier in the middle of the month, the price of the service will be calculated retroactively as well. When switching over from another electricity supplier, it is not possible to get the price retroactively.
Yes, if your current electricity supplier does not provide a universal service or if you want to change your universal service provider, you can sign a new contract with a new supplier. When changing your supplier, you cannot purchase electricity retroactively at the universal service price.
The fee for early termination of contract will not apply to a customer who has signed a Fixed Plus electricity contract before the law had come into force, i.e. before 23.09.2022 (incl.). It will be possible to switch to the universal service without a fee for early contract termination until September 2023.
Yes, you should formalize an authorization that gives you the right to manage actions related to your family member's energy purchases. A full authorization gives the recipient the right to do business with Eesti Energia, manage contracts and pay bills. A limited authorization gives the authorized person a right to manage the contract associated with a specific reference number and do billing, or only to settle billing.
Both a full and limited authorization can only be given to a person whose personal data is registered in Eesti Energia's information system. Therefore, if necessary, the recipient must first register as a customer in our self-service or by phone.
Authorizations can be formalized through Eesti Energia's self-service.
The universal service can be used from October 1st 2022 to April 30 2026.
The transition to universal service does not affect the production contract. You can buy electricity through the universal service, but still sell the produced energy at to the stock market price.
