Universal service for small business customers

Businesses with fewer than 50 employees and an annual turnover or balance sheet total of less than EUR 10 million can choose the universal service from 1 November.

The universal service can also be chosen by non-profit organizations, foundations and self-employed persons up to an annual electricity consumption of 1 GWh.

Universal service for household consumers applies to apartment associations.

From December 1, all authorities of local government units and institutions managed by local governments can start using the universal service. Public procurement must also be carried out to purchase electricity at the universal service price.

What will the transition to universal service look like?

You have to subscribe to the universal service yourself, there will be no automatic transfer

If you are a customer of Eesti Energia and entitled to the universal service, you will receive a universal service offering by e-mail and via our e-service.

If you accept the offer by 23 November (incl.), you will be consuming electricity at the universal service price from 1 November.

If you terminate a fixed-price contract, business consumers will be subject to a contract termination fee, the amount of which can be seen in our e-service.

If you are not a customer of Eesti Energia, but you are entitled to the universal service, you can submit a request in our e-service.

If you submit a request by 23 November (incl.), you will be consuming electricity at the universal service price from 1 January.

If you are using electricity as a general service and submit an request by 23 November (incl.), you will be consuming electricity at the universal service price from 1 November.

Important information regarding the universal service for businesses

The final price of the universal service for business consumers is currently from 16,04 s/kWh (0,16 eur/kWh; 160 eur/MWh), plus a monthly fee of 1,658 euros per metering point (prices without VAT).

Pricing can be personal and based on the customer's consumption and profile.

The price may or may not change every month.

Business customers will be able use the universal service until the end of 2023.

If you wish, you can exit the universal service package at any time free of charge.

Self-employed persons, foundations and non-profit organizations can consume the universal service up to an annual electricity consumption of one gigawatt-hour.

Once the volume is full, they will need to choose a new electricity package.

How is the final universal service price determined for customers?

The price of the universal service is formed in two stages

First of all, the Competition Authority approves the producer price for the universal service based on the costs of Enefit Power's power plants.

The producer price includes the price of oil shale, the price of CO2, environmental charges, labour costs, repair costs, etc.

Electricity seller's justified costs related to the provision of the service, a reasonable business profit and value added tax are added to the producer price.

This is how the final price of the universal service for customers is determined. Different electricity sellers can offer different final prices.

The corresponding legislation entered into force on 23 October. Business customers can use the universal service from 1 November 2022 until the end of 2023.

    If you have not submitted your 2021 report, it will not be possible for you to switch to the universal service. Therefore, if you wish to use the service, you should submit your 2021 financial year report to the commercial register.

    If your company was founded only in 2021 and you have no financial year report yet, you should provide your seller with data on your number of employees (excerpt from the Tax Board's employee register) and the current state of your balance sheet total and annual turnover forecast.

    Yes, all foundations, non-profit organizations and self-employed persons can use the universal service, but only to the extent of consumption of 1 GWh per year.

    For example, if you start using the universal service from 1 November 2022 and 1 GWh will be used up in September 2023, you can use the universal service again from 1 November 2023.

    If the annual consumption volume of 1 GWh is exceeded, we will automatically transfer you to the exchange package and inform you about it.

    If a business consumer wants to switch to universal service and their electricity contract stipulates a contractual penalty, it must be paid.
